    Prime Minister, Pavel Filip, chaired the meeting of the National Council for public administration reform today, attended by government, parliament’s members and representatives of development partners.


    The Head of the Executive emphasizes that public administration reform is an absolute priority of the Government, underpinned by several sectoral reforms. “This reform is a basic stone for Moldova, creating the necessary premises for socio – economic development of Moldova,” said Pavel Filip.


    In this context, a retrospective was presented on the steps taken regarding the restructuring of the central specialized public administration, namely: reduction of the number of ministries from 16 into 9, reform of the institutions with regulatory and control functions, depoliticization of public office, reform of the field of research and innovation. In achieving these actions, emphasis was placed on professionalism in the process of staff selection, optimization of administrative costs, efficiency of public function and increase of financial motivation of state administration employees.


    "We are not just trying to bring services closer to people than just trying to concentrate all the services in a single office. The basic element is simplification and reduction of the number of services," said the Prime Minister.


    Another topic addressed at the meeting was the local public administration reform (APL), supported by the Prime Minister’s initiative to expand the format of the national council for public administration reform and take over the powers of the joint commission for decentralization.


    In this regard, the Prime Minister reiterated the need for a reform of the APL,  mentioning the importance of an integrated and complex approach. "When we talk about decentralization, we have to consider possibilities. Declining decentralization has no meaning, it must be possible." An autonomy without feasible instruments in its realization makes sense only by statements", said the Premier. Pavel Filip underlined that APL reform is not oriented and is not made for mayors, being citizen – centred, so that people feel more comfortable in the new territorial administrative structure of Moldova.
